Unfunded mandates are defined as new or expanded programs, projects, or activities required by the State that must be paid for by a locality.
Medicaid is the largest unfunded mandate in New York, with a cost to counties of more than $7.6 billion. On average, this represents 45 percent of the property tax levy.
New York has the highest State share for Medicaid in the nation.
Stop Mandates at the Source: Eliminate unfunded mandates that burden our local governments and school districts
State Assistance for Local Medicaid Costs: Require the State to cover local Medicaid expenses and give localities greater flexibility
Reduce and Control Property Taxes: Provide relief to local budgets by reining in high property taxes.
